Kenyan Prisoners on Death Row to Have Sentences Commuted to Life Imprisonment

While Kenya has not committed to ending the death penalty President Mwai Kibaki has announced that more than 4,000 prisoners currently on death row will have their sentences commuted to life imprisonment.

According to Kenyan law prisoners on death row were not allowed to work and with no death sentence carried out in more than two decades Kibaki admitted an environment of idleness had created a negative impact on the prisons.

Kibaki also pointed to the mental health of those sitting on death row as a reason for decision to commute sentences.

While Kibaki insisted that the move was not the end of the death penalty he has ordered an assessment of the punishment to determine whether it has been an effective tool in the fight against crime.
