ConocoPhillips, the third-largest
Conoco's second-quarter total was significantly higher than the $1.7 million it spent in the second quarter of 2008, but well below the nearly $6 million it spent in this year's first quarter.
Conoco's $9.3 million expenditures for the first half of 2009 ranks as the 11th highest amount for companies and organizations that file disclosure reports, according to data from the Center for Responsive Politics.

Besides Congress, ConocoPhillips lobbied the departments of Energy, State, Commerce and Interior, as well as the Environmental Protection Agency and the National Security Agency.
Among those lobbying for ConocoPhillips was Red Cavaney, Conoco's senior vice president for governmental affairs and the former chief of the American Petroleum Institute, the industry's trade association.
