When Worlds Collide: Procurement vs. HR: Where Does Contract Talent Sit?

Allegis Group Services (AGS), the global leader in human capital and workforce management solutions, collaborated with the Human Capital Institute (HCI) and the Institute for Supply Management (ISM) and will be publishing a research report focusing on the greatest challenges in effectively managing contract talent. The research explores how leaders’ satisfaction depends on standardized, mature processes and rigorous management of contractor performance, requiring HR and Procurement to work together to achieve optimal results.

Managing contract talent has traditionally been the responsibility of the Procurement department or individual business units at most firms. However, Human Resources has, in recent years, begun taking on or sharing this responsibility with Procurement. While these two functions ultimately have the same goal of ensuring that the business has what it needs to execute strategies and achieve goals, they may have very different ideas about which priorities or measures are most important in order to execute these goals. Together we have compiled secondary research, in-depth interviews and surveyed a selection of both HR and Procurement professionals to better understand where the greatest challenges to managing contract talent lie, as well as identify opportunities for improvement.
