Israeli Prime Minister Benjamin Netanyahu has proposed a ten-month freeze in settlement construction in the West Bank but has refused to include East Jerusalem as part of that proposal.
Netanyahu delivered the proposal to his security cabinet who will now consider the request but even if the deal is approved it will fall short of what the Palestinians have demanded. Israel has insisted Jerusalem will not be part of any construction freeze as it is their capital and it is within their right to build in the city.
According to reports Netanyahu’s temporary freeze would only involve new residential building and not the construction of municipal facilities or infrastructure.
Earlier U.S. President Barack Obama had called for Israel to pause any future construction in the West Bank and East Jerusalem but that call was ignored by Netanyahu. Obama made the call in an effort to restart stalled peace talks between Israelis and Palestinians and it is doubtful Israel’s latest move would be enough to get those talks underway.
Reacting to news about the partial construction freeze Palestinian Prime Minister Salam Fayyad stated, “the exclusion of Jerusalem is a very, very serious problem for us.’
