There is a well known difficulty in attracting and retaining highly skilled trade workers. With 53 percent of all skilled trades workers in the United States today over the age of forty-five and 18.6 percent between the ages of fifty-five to sixty-four, within the next two decades, the United States will lose a large percentage of their trade workers, such as welders, machinists, plumbers, and electricians.

America's response to the shrinking number of skilled trade workers thus far has been to outsource their search and to provide incentives to inexperienced laborers to take over these jobs.
