At the top of the list in University of North Carolina at Chapel Hill for overall value, followed by Binghamton University (SUNY) for out-of-state value. Both schools “continue to deliver strong academics at reasonable prices, and in many cases offer the same or more financial aid as in previous years.”
The recession has been difficult for public institutions, which have had to drastically cut operating costs and raise tuition “beyond the average increase of about five percentage point over inflation.”
