Shares in Citigroup Inc (NYSE:C), one of the big financial companies, rose more than 4 percent on Wednesday, while another, American International Group Inc (NYSE:AIG), jumped 10 percent.

Shares of AIG shot up $3.37 to $36.14, while Citigroup shares rose as high as $4, a 3-month high, while Fannie Mae (NYSE:FNM) was up 3.2 percent at $1.11 after rising as high as $1.15 at the open.
