U.S. Secretary of State Hillary Clinton has said there has been “substantial” progress made on a nuclear disarmament deal with Russia and expressed optimism that a final agreement on a treaty would come soon.
Clinton is in Moscow for two days of talks with the Strategic Arms Reduction (START) treaty being a main focus. The 1991 START treaty ended in December and the U.S. and Russia have shown a commitment to outline a new deal.
On Thursday Russian Foreign Minister Sergei Lavrov said talks with Clinton had been going well and the two sides were in the final stages of a new START treaty.
