Russia Suspends Adoptions to United States Until Bilateral Agreement Put in Place

Russia has announced that it has suspended adoptions to the United States following an incident in which a Tennessee woman placed her adopted seven-year-old Russian son on a one-way flight to Moscow.

According to the Russian foreign ministry there would be no more Russian children adopted by U.S. parents until a bilateral agreement was signed to “ensure that recent tragedies in the United States will not be repeated.”

The most recent tragedy caused an international outcry after Torry Hansen, 33, placed her adopted son on a plane with a letter reading “To Whom It May Concern, This child is mentally unstable. He is violent and has severe psychopathic issues. I was lied to and misled by the Russian orphanage workers and director regarding his mental stability and other issues.”

Hansen has said the boy had threatened to burn down the family house and had become increasingly violent since the September adoption. U.S. authorities have yet to bring charges against Hansen, further enraging Russians.

A U.S. delegation will travel to Moscow next week to hold talks about the most recent incident and could work toward signing a bilateral adoption agreement.
