Fed Intervenes with Surprise Three-Quarters of a Point Interest Rate Cut to Head Off Recession

The Federal Reserve, confronted with a global stock sell-off fanned by increased fears of a recession, slashed a key interest rate by three-quarters of a percentage point on Tuesday and indicated further rate cuts were likely.

The surprise reduction in the federal funds rate from 4.25 down to 3.5 percent marked the biggest one-day rate move by the central bank since it cuts its discount rate by a full percentage point in December 1991, a period when the country was struggling to get out of a recession.

Analysts said the Fed will likely delay cutting rates further at its Jan. 29-30 meeting but will probably keep moving rates down aggressively as the economy continues to weaken.

Wall Street plunged at the opening of trading Tuesday as a wave of selling across the globe in response to US recession fears and a loss of confidence in bond insurers, which are being hit hard in early action, propelling the Dow Jones industrials down about 300 points.

 

Shares have pared early losses and have found some support from the Fed's decision to cut its federal funds rate to 3.50 percent and the discount rate. Meanwhile, the worldwide sell-off is overshadowing 4Q earnings reports from a number of companies, including Bank of America, DuPont, Wachovia, and Johnson & Johnson. Treasuries are up, especially at the short end of the curve, in response to the drop in stocks and the Fed's rate reduction.

 

In early afternoon trading, the Dow was down 178.18, or 1.47 percent, at 11,921.12. The Dow was last below 12,000 in March 2007. The broader Standard & Poor's 500 index was off 22.19, or 1.67 percent, at 1,303.00, while the Nasdaq composite index fell 54.50, or 2.33 percent, to 2,285.52.

The yield on the benchmark 10-year Treasury note sank to 3.53 percent from 3.63 percent late Friday. Crude oil prices fell $2.34 to $88.23 a barrel on the New York Mercantile Exchange on the concern that a weak economy will dampen energy demand.

The dollar fell against most other major currencies except the yen. Gold, despite its historical status as a safe-haven investment, also slid.
