According to a regulatory filing with the South Coast Air Quality Management District the breakdown began around 5:20 p.m. and a flaring event took place at 9:37 p.m. Exxon has said the refinery continues to operate.
Nearly ten percent of the gasoline refined in California is produced by the Torrance refinery.
