African Union leaders meeting at a summit in Uganda have agreed to reinforce their troop presence in Somalia, approving a request to send an additional 2,000 soldiers to Mogadishu to help in the fight against Islamic militant attacks.
In addition to the troop increase the leaders also revised their current rules of engagement, now allowing the peacekeeping force to fire first if they are facing an imminent attack. The revised rules of engagement are a welcomed change for the troops who had been forced to follow a mandate that stipulated they could only fire on insurgents after they were under attack.
While the new policy gives the AU peacekeeping troops more leeway it falls short of what Ugandan President Yoweri Museveni wanted, an all-out offensive against the militants. Museveni’s call for an offensive came on the heels of a twin bomb attack in the capital city of Kampala where several dozens of people were killed.
The Islamic militant group al-Shabab has claimed responsibility for the attack that occurred while hundreds of people had gathered to watch a World Cup match.
