Mexico Asks U.N. High Court to Halt U.S. Executions

Mexico has asked the United Nations highest court to block U.S. executions of Mexican citizens. The International Court of Justice, also called the World Court, will convene soon to consider that request.

 

In its appeal Thursday, Mexico asked for an “interpretation” of an earlier World Court ruling that ordered the U.S. to review and reconsider the convictions of some 50 Mexicans on death row in the United States.

 

The court had ruled in 2004 that the U.S. violated the 1963 Vienna Convention, which allows people arrested abroad access to their home country’s consular officials. The court indicated the Mexicans should have new hearings to determine if that violation affected their cases.

 

President Bush accepted the World Court’s ruling and asked state courts to review the cases. Texas refused.
