Mexico Appeals to UN High Court for Stay in US Executions

 

Mexico made an emergency appeal to the World Court Thursday seeking to halt the scheduled executions of 51 Mexican citizens currently on death row in the United States.

 

The appeal states the U.S. was “in breach of its international obligations” when it disregarded a 2004 judgment issued the U.N.’s highest court. That ruling stated the Mexicans were entitled to a review of their cases and reconsideration of their trails and sentences because the US failed to ensure they received consular advice after their arrests, a guarantee provided them by the 1963 Vienna Convention.

 

Thursday’s emergency appeal was made on behalf of five Mexican citizens whose executions are slated to take place before the conclusion of the World Court’s proceedings. The first execution, scheduled to take place on Aug. 5, is that of Jose Medellin who was condemned for the gang rape and murder of two teenage girls 15 years ago.

 

President George Bush accepted the 2004 judgment by the UN’s International Court of Justice, but individual states claim they are following municipal law in the handling of these cases and have afforded Mexicans the same rights as US citizens.
