Dubai Cracking Down on “Indecent Behavior” on Public Beaches

Tourists in the Persian Gulf metropolis of Dubai have seen a crackdown in recent weeks on behavior deemed inappropriate or indecent along the streets and beaches of this traditional Muslim city-state of the United Arab Emirates.

In the last two weeks, nearly 80 people have been detained for behavior deemed “disturbing” following an arrest earlier this month of a British man and woman who were allegedly engaged in sex on one of Dubai’s public beaches.

The public awareness campaign against indecency on the beach has resulted in some visual reminders for Western tourists and foreign residents that while the city has all the outward appearances of a cosmopolitan city, it is still located in a traditionally conservative Muslim country.

Signs in a variety of languages have been erected warning against behavior that could be “deemed offensive, immoral or disrespectful” including topless sunbathing, nudity, voyeurism or public displays of affection. Police are also manning watchtowers and strolling undercover along streets and beaches to target people infringing on the laws of decency.

Visitors to this business and entertainment hub in the Persian Gulf say they understand they have to respect Dubai’s values and customs, but express concerns about the lengths to which police are going in order to curtail behavior deemed inappropriate.
