Tropical Storm Edouard Forces State of Emergency by Bobby Jindal

Tropical Storm Edouard is headed toward Texas and Louisiana, prompting Louisiana governor Bobby Jindal to declare a state of emergency for several areas along the state's coast.

On Monday, Jindal declared a state of emergency on Vermillon, Cameron and Lafourche parishes. According to the predicted path, the storm will also hit New Orleans, the site where the traumatic Hurricane Katrina hit in 2005.

Tropical Storm Edouard is expected to have winds of 75 mph as it touches the Texas coastal city of Galveston, a speed that could elevate the storm to a hurricane. It is expected to hit the mainland on Tuesday morning.

Edouard is expected to dump up to five inches of rain along the Louisiana coast, and "maximum amounts of 10 inches are possible over southeastern Texas," according to weather reports from the National Hurricane Center.

Oil companies are also taking precautions due to the heavy drilling off of the Gulf of Mexico. BP is evacuating drilling personnel from their Gulf oil facilities, while ExxonMobil has kept their Baytown refinery and chemical plants operational while it watches the storm.

In Houston, news reports say that the NASA Space Center in Houston has been closed until tomorrow. Houston is not expected to be hit hard, but the move was precautionary.
