Zimbabwe Parliament Set to Meet; Power-Sharing Talks Still Deadlocked

The troubled political scene in Zimbabwe will look to return to a sense of normalcy on Monday when the parliament is sworn in for the first time since the controversial presidential election in late June.

 

While the problems surrounding the presidency continue those issues could spill over into the parliament when members look to select a speaker. In the House of Assembly the Movement for Democratic Change, lead by Morgan Tsvangirai, hold a one-seat majority over the ruling ZANU-PF party lead by President Robert Mugabe.

 

If members vote along party lines the deciding vote could come down to the one seat occupied by the independent MP, Jonathan Moyo. Should Moyo side with the ZANU-PF it could deadlock the vote, causing added friction in the political scene.

 

There are also ten seats inside the House that belong to the breakaway faction of the MDC, lead by Arthur Mutambara, and their votes for speaker could also play an important role in how the parliament is shaped.

 

In the Senate the ZANU-PF holds a 30-24 advantage over Tsvangirai’s MDC while Mutambara’s faction has the other six seats.

 

As Zimbabwe swears in parliament there is still a sense of political turmoil as the presidential question still dominates the headlines. Tsvangirai won the initial election in March but officials declared he had not secured a large enough majority to unseat Mugabe.

 

A second round was plagued by violence and accusations that Mugabe was using intimidation tactics to quell MDC supporters. With less than a week before the vote Tsvangirai pulled out of the race, declaring the election had been neither free nor fair.

 

Talks mediated by South African President Thabo Mbeki have failed to resolve the conflict.
