Russian Members of Parliament have backed a motion that would encourage President Dmitry Medvedev to recognize the independence of Georgia’s breakaway regions of South Ossetia and Abkhazia. The two breakaway regions were at the center of a violent battle between Russia and Georgia earlier this month.
The motion, passed unanimously by both houses, could cause additional friction between Medvedev and western countries who have stated Russia should respect Georgia’s territorial rights which include the two breakaway regions.
Prior to the vote Abkhaz leader Sergei Bagapsh and South Ossetia leader Eduard Kokoity pled to Russian parliamentarians to recognize their regions independence.
After the parliamentary vote German Chancellor Angela Merkel expressed her displeasure with the decision noting, “I presume that the Russian president will not sign this resolution, because that would bring about a very difficult and critical situation in regards to Georgia's territorial security.’
Merkel was referring to the resolution that would have moved Russian troops back to their position they occupied before the conflict began with Georgia on Aug. 7. Russia has insisted they will keep troops in areas to act as a buffer zone between Georgia and the two regions.
Russia has stated there are Russian citizens in South Ossetia and Abkhazia and they had an obligation to protect those citizens.
