South Korea Accuses North Korea of Reassembling Nuclear Plant

South Korea has accused North Korea of breaking an international agreement that called for an end to its nuclear program, claiming the country has actually begun reassembling a nuclear plant in Yongbyon.

The international deal, crafted by North and South Korea, the U.S., China, Japan and Russia, stipulated that the nuclear plant would be dismantled in return for aid, more favorable status in the international community and the removal from a U.S. list of states that sponsor terrorism.

Pyongyang has said the U.S. failed to remove North Korea from the list, essentially negating the deal.

It is believed the Yongbyon plant is largely intact but the country would still need to manufactured fuel rods and rebuild a cooling tower. According to a UN weapons inspector it could take North Korea up to a year to have the plant running.
