North Korea has taken steps to restart its Yongbyon nuclear reactor after declaring the United States had failed to follow through with promises made in a disarmament-for-aid deal signed in 2007.
As part of that deal the United States had pledged to remove North Korea from a list of state sponsors of terrorism. North Korea provided an account of its nuclear facilities and destroyed the main cooling tower at Yongbyon yet the U.S. has refused to edit their list until their disarmament could be verified.
According to North Korea the reactor had been about 90% shut down but that process has stopped and they will now push forward with restoring its capabilities.
The International Atomic Energy Agency has said it would likely take a year for Yongbyon to be restored.
