Regional Talks to Discuss Zimbabwe Power-Sharing Problems Postponed, to Resume Next Week

The planned summit in Swaziland that was to discuss the continued problems surrounding Zimbabwe’s power-sharing deal between President Robert Mugabe and Prime Minister Morgan Tsvangirai has been postponed and will now pick up next week in Harare.

The Southern African Development Community (SADC) had called for an emergency summit to resolve the problems in Zimbabwe after four days of talks between Mugabe’s ZANU-PF and Tsvangirai’s MDC failed to reach a compromise. At the heart of the problem is the appointment of ministers to cabinet posts.

According to the power-sharing deal that both sides agreed to Mugabe would have 15 appointments while Tsvangirai would have 13 and an MDC faction led by Arthur Mutambara would appoint 3 ministers. Tsvangirai threatened to pull out of the deal after Mugabe used his 15 appointments to place ministers in key cabinet posts, essentially leaving Tsvangirai and Mutambara with less important posts.

Tsvangirai has accused Mugabe of showing no signs of being willing to actually share power. After the two sides couldn’t reach an agreement over the weekend SADC organized the summit for Monday where the 12-nation members would meet with Mugabe, Tsvangirai and Mutambara but Tsvangirai was not granted a passport to travel.

The MDC leader called the move an “insult” and said he would not attend the meeting on an emergency travel document. Now the SADC has postponed the planned Monday summit and said it would take place in Harare on Oct. 27.
