Rwanda Expels German Envoy, Recalls Ambassador Following Arrest of Presidential Official

In response to Germany’s arrest of senior presidential official Rose Kabuye the Rwandan government has expelled the German envoy and recalled its ambassador until the matter is resolved.

Kabuye, protocol chief for President Paul Kagame, was detained by German officials on Sunday after arriving at the Frankfurt airport. She had been traveling to Germany to prepare for meetings Kagame had scheduled with business leaders in the country. When she entered the Frankfurt airport she was immediately detained under a French arrest warrant.

Kabuye is one of nine senior officials wanted in connection to the downing of a plane carrying former President Juvenal Habyarimana in 1994. Habyarimana’s murder is widely considered to be the main contributing factor in the genocide that followed in which nearly 800,000 Tutsi and moderate Hutus were slaughtered in a period of 100 days.

Kagame arrived in Germany for his meetings and has met with Kabuye who is now being held in prison. The President has expressed anger over Kabuye’s detention declaring she had been in the country as an official diplomat.

According to reports Kabuye will likely face extradition to France where she would face trial. The arrest warrant had been issued by a French judge because the plane that was downed was carrying a French crew.

 Kagame has equated Kabuye’s arrest to “a violation of the sovereignty of Rwanda” and said, “We will see how we can challenge such actions, which in my view are simply a question of being arrogant and people being a law unto themselves.”
