It works like this: Lets say Bob is an inmate at an Arizona State Prison in Tucson and calls his mother long distance in Florida for 15 minutes using the prison's phone system. Bob would be charged a $7.50 connection fee charge to complete the call, for a total cost of $7.50. Bob's mother, fed up with the high price of calls, contacts Pacific Telephone , who then installs a Foreign Exchange Tucson number local to the prison.
