DR Congo Warns Presence of Rwandan Troops Could Carry Civilian Risks

While the Democratic Republic of Congo has invited Rwandan troops into the eastern portion of their country to combat Hutu rebels there remains fear that their presence could carry heavy risks for civilians living in the region.

 

Speaking on the BBC’s Network Africa program DR Congo’s parliament speaker, Vital Kamerhe, stated, “I must insist on the fact that we cannot today ask the Rwandan army to turn up on Congolese territory, especially in Kivu, without a high risk of collateral damage."

 

As evidence to his concern Kamerhe pointed to the DR Congo’s joint operation with Uganda and South Sudan in their fight against the Lord’s Resistance Army. The parliamentary speaker said more than 800 civilians have been killed as a result of that fight.

 

DR Congo and Rwanda have agreed to carry out the joint operation to remove the Hutu FDLR militia following a surge in violence since last August. The FDLR has engaged in several battles with members of the minority Tutsi community that has been led by Gen. Laurent Nkunda.

 

Leaders of the FDLR have been tied to the 1994 genocide that took place in Rwanda in which more than 800,000 Tutsi and moderate Hutus were killed.
