The
power-sharing deal that will bring Zimbabwe’s President Robert Mugabe and
opposition leader Morgan Tsvangirai into a unity government is nearing reality
after members of the lower house of parliament passed a constitutional
amendment that would make it possible.
By
passing the constitutional amendment Tsvangirai would be in position to assume the
role of prime minister while Mugabe would remain president.
While
the amendment passed the lower house it now sits before the Senate and will
then need to be signed by Mugabe before it takes effect. Mugabe is expected to
sign the amendment which would end a five-month dispute between the two sides
following their power-sharing agreement.
Tsvangirai,
leader of the Movement for Democratic Change party, refused to join the government
after Mugabe appointed members of his ZANU-PF party to key cabinet positions.
Mugabe would not back down, and has shown no signs of doing so, but Tsvangirai
has been encouraged to abide by the deal and work for change once he is sworn
in as prime minister on Feb. 11.
Zimbabwe
is currently facing devastating hyper-inflation that has ruined its currency, a
deadly cholera outbreak that has killed more than 3,000 and a crumbling health
sector that can provide little or no relief to residents. Many countries have
refused to provide aid to Zimbabwe with Mugabe in power but with Tsvangirai in
as prime minister those countries are expected to lift sanctions and provide
relief.
