Afghanistan’s President Hamid Karzai has called for an April election, a move that is backed by the country’s constitution but discouraged by Afghanistan’s electoral commission.
The electoral commission has called for elections by August 20 but that would be three months after Karzai’s term is scheduled to end. According to the country’s constitution elections are to be held 30 to 60 days before a presidential term ends which would make Karzai’s call for an April election within that time frame.
While Karzai has the backing of the constitution he lacks the power to mandate an election date, opening the door for the electoral commission to step in. International monitors have already said an April election would make it difficult to ensure a fair process as there are many issues that need to be addressed before such an event takes place.
Concerns over security, weather and the distribution of ballots are among those issues that have been voiced.
The Independent Election Commission (IEC) has pushed for the August 20 date in large part because more foreign troops would be in place by that point and could secure polling stations. That belief has been supported by the United States, who will have an additional 17,000 troops in Afghanistan by that point.
