Canadian Judge Rules Man Not Criminally Responsible for Beheading Bus Passenger

A Canadian judge ruled that a man accused of beheading a fellow bus passenger in 2008 was not criminally responsible for the act because he suffers from a mental illness.

As a result of Justice John Scurfield’s ruling Vince Li will not serve a prison sentence but rather be placed in a mental institution. Li has admitted to killing and then beheading Tim McLean in front of fellow bus passengers but told the court he had been instructed by God to carry out the act.

Both the prosecution and defense agree that Li is schizophrenic and while Scurfield admitted the attack was “barbaric” and “grotesque” the attack was “strongly suggestive of a mental disorder.”
