Forty-eight states have some provision for citizens to obtain a permit to carry a concealed handgun. Some states understand the nature of the relationship between the government and the governed and make it very easy to qualify, while a minority of state outright refuse to issue one except to movie stars who say they need one. How concealed carry permits are issued varies from state to state, atbest, and California is now putting one Bill on the floor aptly named AB 357.
The idea is to bring California into line with the rest of America in changing may issue language within California Penal Code Section 12050 to shall issue language for otherwise qualified applicants.
