Drawing the ire of the international community for its testing of at least seven missiles last Wednesday, a North Korean delegation arrived in Beijing to meet with officials of their local ally. The Chinese government has repeatedly called for a diplomatic solution to the events that have led up to the current crisis stating “The Chinese side thinks the concerned draft resolution is an over-reaction. If approved, it will aggravate contradictions and increase tension.”
By declaring the potential sanctions an over-reaction, China finds itself under pressure to resolve the issue with North Korea. This may not be an easy task as the North Koreans have continued to defend their right to test missiles and advance their nuclear program as a matter of sovereignty.
The U.N. Security Council postponed voting on any resolution while the Chinese officials meet with the North Koreans in Beijing. Japan has pushed hard to implement sanctions on the isolationist nation. Having already experienced a North Korean missile travel over their island in 1998, Japan does not seem to express any interest in prolonging diplomatic talks. Rather they would like a solution before the Group of Eight summit in St. Petersburgh set for July 15-17, a solution that would include a ban on providing North Korea further missile technology.
The U.S. expressed an interest in renewing the six nation talks that brought North Korea, South Korea, China, Japan, Russia, and the United States into discussion aimed at persuading the North Koreans to end their nuclear weapons program. Those talks ended prematurely as North Korea removed itself from the table last November. As a result of Washington cracking down on firms suspected of aiding counterfeiting activities in North Korea, the talks stopped.
