Further isolating itself from the international community, North Korea ended talks with South Korea a day early. Declaring that the South was pushing the agenda of other nations, North Korea abruptly left the table stating “The South side will pay a price before the nation for causing the collapse of the ministerial talks and bringing a collapse of North-South relations that is unforeseeable now.”
South Korea responded by cutting off any further aid to their northern neighbor and said they would only consider resuming aid if North Korea returned to the six-party talks. The talks concerning North Korea’s nuclear arms program, which included the U.S., Russia, China, Japan and South Korea, broke down after the U.S. imposed sanctions on the North for allegedly counterfeiting U.S. currency and trafficking drugs.
Debate over how to respond to North Korea’s test firing of seven missiles on July 5 have led to increased friction amongst the remaining five countries. While the Japanese have expressed a desire to impose sanctions for the North Korean missiles and have raised the issue of a pre-emptive strike, China and Russia have looked for diplomatic measures that would urge North Korea to suspend their nuclear program.
There was hope that China, North Koreas closest ally and biggest aid donor, would be able to settle the matter diplomatically. Those hopes seem to be dimming. According to the U.S. assistant secretary of state Christopher Hill who spoke with Beijing reporters “So far they don't seem to be interested in listening, much less doing anything to address the situation.”
It now appears as if the attention will turn to the U.N. Security Council who are currently split on how to handle the situation. Nonetheless Hill stated confidence that, "There will be a very strong, very clear message to North Korea."
