Atlanta diverting non-violent offenders to drug rehab

A survey conducted by the Office of National Drug Control Policy (ONDCP) released data from the 2008 Arrestee Drug Abuse Monitoring Program (ADAM II), the only Federal drug survey which tests for drugs in addition to relying on interview data. The report, which surveys drug use among booked male arrestees in 10 major metropolitan areas across the country shows that 15 percent of males arrested in Atlanta tested positive for drugs. The most common substances present during tests, in descending order, are marijuana, cocaine, opiates, and methamphetamine. Data on drug use, drug markets, treatment utilization, and criminal offenses were collected among booked arrestees in jails within 48 hours of their booking.

 

Gil Kerlikowske, Director of National Drug Control Policy said, “Not only does this new report reaffirm the strong link between drug use and crime, but it also tells us that we must concentrate our resources on programs that have been proven to break the cycle of drugs and crime. Incarcerating offenders without treating underlying substance-abuse problems simply defers the time when they are released back into our communities to start harming themselves and our communities again. Research shows that recidivism rates go down substantially among those who undergo treatment and recovery support services in the criminal justice system.”
