A New Life for families in Philadelphia

According to the 2000 National Household Survey on Drug Abuse an estimated 14.0 million Americans were current illicit drug users. In Philadelphia drug addicted mothers and their children were faced with major obstacles when seeking treatment, outpatient programs would not let mothers keep their children while going through treatment. This posed a huge problem for mothers by making them choose between their families and treatment. A New Life program was designed to address this issue to help mothers and their children. A New Life program which was developed in Philadelphia is designed to help addicted mothers and their children by offering housing for them during treatment. Its strategy combines drug treatment and rehabilitation with family preservation, housing, and vocational services.   The New Life program was originally funded by the federal government but is now funded by the Pennsylvania Department of Human Services, the Office of Emergency Shelter and Services and the Coordinating Office of Drug and Alcohol Abuse Programs.

The first phase of this program places families in mentor homes within the community for 3-6 months while the mother undergoes extensive outpatient treatment. The second phase moves the families into transitional housing were they may share housing with two other families. During this time they take part in life skills, vocational and educational training offered through the Welfare to Work Initiative. New Life staff members also make home visits. Finally, the women pursue continuing education or employment opportunities while continuing to receive support ranging from daycare to ongoing drug treatment.  This type of program has proved successful for many mothers and their children who are in need of help.

Since drug prevention and drug treatment is the responsibility of everyone in a community it’s refreshing to see a program like the New Life program which is one that really gets the entire community involved.
