Tropical Storm Noel is being called “a major flood threat” by The National Hurricane Center in Miami. Although Noel’s winds began to weaken Monday morning, the storm has already poured heavy rains on Haiti and the Dominican Republic, flooding roads and homes.
“These rains could cause life-threatening flash floods and mudslides,” said forecasters. Noel could dumps as much as 20 inches of rain.
Forecasters believe the tropical storm will pass over the southern portion of Haiti and eastern side of Cuba before heading north to the Bahamas.
