SmallCapReview - Small Caps to Watch Tuesday - AVNT, HOKU, RICK.

Savient Pharmaceuticals (Nasdaq: AVNT) Closed at $4.92. Announced after market close Monday that the U.S. Food and Drug Administration (FDA) has accepted for review the Company's Biologics License Application (BLA) for pegloticase, a novel biological drug for treatment-failure gout (TFG) patients. The FDA also granted the Company's BLA with a priority review status which accelerates the review period to six months. A priority review designation is assigned to drugs that are deemed by the FDA to have the potential to provide an important advancement in treatment or provide a treatment for which there is no adequate therapy available. Under priority review, the target date for an FDA decision on the pegloticase BLA is April 30, 2009.

What They Do: Savient Pharmaceuticals, Inc. is a biopharmaceutical company engaged in developing and distributing pharmaceutical products that target unmet medical needs in both niche and broader markets. The company's product development candidate, pegloticase for treatment-failure gout, has reported positive Phase 1, 2 and 3 clinical data. Patient dosing in the Phase 3 clinical studies began in June 2006; patient enrollment was completed in March 2007; and the Phase 3 clinical studies were completed in October 2007 and the BLA was filed with the FDA in October 2008.

Hoku Solar (Nasdaq: HOKU) Closed at $2.78, announced after market close Monday along with United Fund Advisors that the establishment and capitalization of an investment company intended to provide financing for photovoltaic (PV) power systems to be installed and operated in the State of Hawaii by Hoku Solar.

Hoku had previously announced its selection by the Hawaii Department of Transportation (DOT) to design, engineer and install PV power systems at airports across the state. Under the terms of its agreement with UFA, Hoku will assign its power purchase agreements to the special purpose entity, Hoku Solar Power I, LLC, that has been created to own and operate each system, and that will sell the electricity generated by the PV power systems to DOT at a predetermined rate over a contract period of 20 years.

What They Do: Hoku Scientific is a diversified clean energy technologies company with three business units: Hoku Materials, Hoku Solar and Hoku Fuel Cells. Hoku Materials plans to manufacture, market, and sell polysilicon for the solar market from its plant currently under construction in Pocatello, Idaho. Hoku Solar markets, sells, and installs turnkey photovoltaic systems in Hawaii. Hoku Fuel Cells has developed proprietary fuel cell membranes and membrane electrode assemblies for stationary and automotive proton exchange membrane fuel cells.

Rick’s Cabaret International (Nasdaq: RICK) Closed at $4.64. Announced Monday after market that net income for the year ended September 30, 2008 of $7.66 million, a 151 percent increase over the $3.05 million reported the previous year. Consolidated total revenues for the premier publicly traded operator of upscale gentlemen’s clubs were $59.93 million, compared to $32.01 million for the previous year, an increase of 87.2%.

The company had earnings per fully diluted share of 91 cents for the year, compared with 50 cents per share in 2007.

What They Do: Rick’s Cabaret International operates upscale adult nightclubs serving primarily businessmen and professionals that offer live adult entertainment, restaurant and bar operations. The company owns, operates or licenses adult nightclubs in New York City, Miami, Philadelphia, Las Vegas, New Orleans, Charlotte, Dallas, Houston, Minneapolis and other cities under the names "Rick's Cabaret," "XTC," “Club Onyx” and “Tootsie’s Cabaret”.
